1. When is a permit required?

A permit is required for all structural work being done on a property or to a structure.

2. What is the Comprehensive Plan and what does it do?

The City of Pilot Point’s Comprehensive Plan is a document developed from community input and the leadership of Pilot Point to guide decision-making for Pilot Point’s future growth and development. The document is a guide for decision-makers – City Staff, the City’s elected and appointed leadership, McKinney residents and investors in the community – regarding City policies and issues related to land use, transportation, urban design, parks and recreation and infrastructure. The Comprehensive Plan reflects the vision of what the citizens of Pilot Point want their community to be and how it should be achieved. 

3. If I am a homeowner, may I do my own work?

Yes, but a permit is still required. Homeowners may obtain permits only when the property is owner occupied and is registered as a homestead property.

1. Where can I sign up to be a vendor at Main Street Events?

Many of our Main Street Events (including the Pilot Point Market, Bonnie & Clyde Days and Christmas on the Square) will be open to vendors.

Vendor spaces at these events are limited. Announcements of vendor registration opportunities will go out via:

1. Our Main Street listserv, which goes out to all former vendors
2. Pilot Point Main Street Facebook page and Bonnie & Clyde Days Facebook page

Registration is online through Wufoo, with payments accepted in person at City Hall or online through our Square platform.

2. How do I get a Certificate of Appropriateness for my downtown building?

A Certificate of Appropriateness is required for any modifications to a building in our Historic District that can be viewed from the road. Modifications include, but are not limited to: paint, siding, fencing, awning, windows and doors. All modifications are subject to our Historic District Design Guidelines.

To obtain a Certificate of Appropriateness to alter a building in our Historic District, you will have to:

1. Fill out the Certificate of Appropriateness application, in addition to all associated permits, and return to City Hall.
2. Appear in front of the Main Street Board (which meets the first Monday of each month) to present the application with all required documentation and materials.
3. The Main Street Board will make a determination on the certificate and may require modifications to the plans or materials presented prior to approval of the application.

3. How do I sponsor Pilot Point Main Street events?

Businesses and individuals interested in sponsoring Main Street events are welcome to peruse our Sponsorship Packet. We have a variety of levels of sponsorship available for 2022, including annual sponsorships, event sponsorships and in-kind opportunities.

1. How do I request a Court date?

If you would like to request a court date to either contest your citation or speak to the Judge about your options, you may either come in person to the court window during business hours and sign a Promise to Appear or put your request in writing and mail or email it to the court (address and email address of the court listed below).  Written requests must include a good contact phone number and current mailing address.

When your request has been processed, the Clerk will send you notice of your court date and time by mail. It is your responsibility to ensure that the Court has received your notification.

2. How do I plead Nolo Contendere (No Contest) or Guilty?

If you wish to enter a plea of No Contest or Guilty and pay the total balance of the fine on your citation, you have the following options:

1. Come in person to the court window at City Hall during business hours.  The clerk can give you a plea sheet to complete and accept your payment.

2. Enter a plea by mail and send payment for the total balance.  Payment should be remitted in the form of either a cashier’s check, money order, or personal check made out to the City of Pilot Point.  You must submit a written plea for each violation on your citation.  You can call the court to obtain information on your fine amounts.  Pleas and payments can be mailed to the address below:

3. Enter a plea and make payment for the total balance through the court’s online payment portal. Click the link below:

If your plea and payment are not received by the court on or before your appearance date, additional fines and fees may be added to your balance.  Additionally, failure to appear may result in a warrant being issued for your arrest.  If you cannot pay your fine in full, the court may have options for you.  Please contact the Clerk at 940-686-4707 if you have questions about making payment arrangements. 

3. Can I make payment arrangements?

If you are unable to pay your fine in full, you may request a Payment Plan to pay the balance of your fine and court costs out over a set period of time.  You must come in person to the court window during business hours with a government issued ID and complete all necessary paperwork.  Payment Plans can be set up with payments due Weekly, Bi-Weekly, Semi-Monthly or Monthly and the Clerk will speak with you about how long you have to pay the balance in full.   Please note that  if you require more than 30 days to pay the balance in full, the state requires a time payment fee be added to your balance.   The Clerk will let you know if your payment schedule will result in a time payment fee being added to your case and how much that fee will be. 

Due to the time involved in completing the paperwork and setting up your payment plan, the Court requests that you arrive no later than 4:30 pm.

4. Is my ticket administratively dismissible?

There are a number of offenses that can be dismissed however, some conditions apply. Please reference compliance dismissals or contact the Court at 940-686-4707 if you have any questions.

5. Should I take a Driver's Safety Course or Request Deferred Disposition?

Please review the DSC and Deferred Info Chart which explains the difference between taking a Driver’s Safety course or requesting to take Deferred Disposition.

6. How do I apply for Driver's Safety?

If you are charged with an eligible moving violation, you may request leave to take a Driver’s Safety Course for the dismissal of your citation. However, you will lose that right if you do not appear in person, or provide written notice to the Court on or before your appearance date (the date in the lower section of your citation). If your appearance date passes without an appearance by you, either in person or in writing, the fine amount on your citation may increase for failure to appear.

You are required to pay the required state costs in full at the time of your request. Do not take the driver safety course until you have received permission from the court.

When making your request in person or by mail you will need to:

• Enter a plea of either no contest or guilty and waive your right to a jury trial or complete and return notarized Drivers Safety Application . The Clerk can provide you with the correct form to complete if you are making your request in person at the court window.
• Provide a copy of your valid Texas Driver’s License; (Out of State license or Commercial License holders do not qualify)
• Provide proof of financial responsibility; (Insurance must list you as a driver and be in effect at the time you make your request)
• Pay the required state costs. (Contact 940-686-4707 for amount)

7. How do I apply for Deferred Disposition?

You may request to be placed on a Deferred Disposition if you would like to keep a violation from going on your driving record. If all requirements are met, the Court will consider the request and make the decision if it will be granted.  

The Court will NOT grant Deferred Disposition if you:

• Have had Deferred Disposition in the Pilot Point Municipal Court in the past 12 months.
• Have a Commercial Drivers License.
• Have committed on of the following offenses:
  • Failure to Give Information at an Accident Scene
  • Leaving the Scene of an Accident
  • Fleeing or Attempting to Elude a Police Officer
  • Reckless Driving
  • Passing a School Bus
  • A serious traffic violation, which applies to commercial motor vehicle operators.
  • An offense in a construction zone when workers are present.
  • Speeding in excess of 25 mph over the posted limit.

Requirements for Deferred Disposition include:

• The Defendant will be placed on probation for a set period of time (to be determined by the Judge).
• Payment of the fee in full (amount to be set by the Judge)
• Other requirements as set out by the state or Judge depending on the defendant’s age and offense.
• Complete and return of the required paperwork by the due date.

The case will be dismissed as long as all requirements are met within the time frame set forth by the Judge. Deferred Disposition requirements are set by the Judge based on the Defendant’s age and offense.

To apply, either come in person to the court window during business hours and complete the form provided to you by the Clerk or mail the Deferred Application with a copy of your Drivers License and valid Insurance Card.

1. Is a deposit required for new service?

No, the City does not require a deposit for new services, however there is a connect fee of $100.00 that must be paid prior to establishing service. 

2. Can we establish new service the same day?

Yes, we can establish new service as long as we receive proper documentation and payment before 3:00 PM. There must be someone at the residence between 3:00 PM and 5:00 PM.

3. How do I disconnect service?

You will need to fill out a Request for Disconnect Form. For further disconnect information please see Discontinuing Service. 

4. When is my bill due?

Utility Service bills are due on the 5th day of every month.

5. How do I change the mailing address on my Utility Service account?

All account change requests must be submitted in writing by the primary contact to Utility Billing.

6. Who do I call for after-hours water problems?

If you are experiencing a water emergency, please call 940-368-0985.  You will be connected with the person on-call from Public Works.

7. How do I report a water or sewer leak?

2. When is my trash service day?

3. We currently only have one trash cart, but we want two. What do we do?

You will need to submit a request for an additional cart after November 1, 2021.   This will let us know that you are aware there is an additional fee, and you consent to the charges.

4. When will my recycling be picked up?

Starting November 1, 2021

Wednesday, if your service address is on Main Street or north of Main Street.

Thursday, if your service address is south of Main Street.

5. How often is recycle service?

Weekly

6. Why wasn't my recycling picked up?

Your recycling may not have been picked up due to the following reasons:

• Trash was included with the recycling.
• The cart was too full. The cart lid must be closed.
• The cart contained prohibited items.

7. What do I do if I have bulk items that need to be picked up?

Rhino Removal provides bulk trash service every other week on your service day.

8. Can we still use personal trash cans to put unbundled limbs inside and set out for bulk removal?

No. If brush is not tied and bundled the resident will be given a green tag with an explanation, but the brush will not be collected.

9. How do I add a trash or recycling cart to my account?

The primary contact on the account must submit a Request Additional Toter Form to Utility Billing.

10. I didn’t get my cart (carts). What do I do?

If it is after 11/01/2021 and you still don’t have carts, please contact City Hall at (940)686-2165 and report your missing containers.  Rhino Removal will have the cart delivered within 24 hours.

11. What do I do if my cart is damaged?

Report the damage to Utility Billing by submitting the Damaged Toter Form.
